v     HIGHWAY PATROLMAN

                        Texas Department of Public Safety

 

             Charged with responsibility for traffic law eforcement, criminal 

              investigations and liaison responsibilities with local enforcement      

              agencies.

 

v     DEPUTY SHERIFF

                        Hunt County, Texas Sheriff's Office

 

             Charged with responsibilities for criminal investigations,

             serving of civil processes and public relations.

 

v     INMATE INTERVIEWER

                        Texas Department of Corrections

 

           Charged with the responsibility of interviewing new

            inmates to gather a complete history of each individual for

            purposes of classification and segregation.

 

v     DIRECTOR OF SECURITY DEPARTMENT

                         East Texas State University

 

             Charged with the responsibility of building a police

             department capable of answering the needs of a growing

             university.  Program development required employment of

             twenty-four persons Developed training programs in order

             to qualify existing and new employees under voluntary

             training standards established by the state.

                        Texas Commission on Law Enforcement Officer

           Coordinating police training schools in conjunction with

           the above agency.  The programs were attended by area

           officers.  This training led toward their certification by

           the Texas Commission on Law Enforcement Officer

           Standards and Education. Initiated through the Office of

           Continuing Education at East Texas State University to

           provide administrative support for future development. 

 

v     DIRECTOR OF PUBLIC SAFETY

                        City of Lawrence, Kansas

 

           Charged with responsibility of supervising and coordinating

           police and fire services.  Development of a Public Safety

           Program for the City of Lawrence. Developed emergency

           '911' telephone service for city wide use. 

 

v     ASSISTANT PROFESSOR

                        The University of Texas at Arlington

 

           Charged with development and teaching of the new

           criminal justice concentration program initiated by the

           above academic institution. Successful implementation

           was gained with the granting of a B. S. Degree in Criminal

           Justice and a 93% increase in enrollment in 18 months

           from 175 to 578 students.  In addition to internal

           development, liaison between U.T.A. and all segments of

           the criminal justice system was required.  The successful

           program implementation and student demand created the

           need for advanced study and the total criminal justice

           program was shifted to the Institute of Urban Affairs

           where graduate development could occur with more

           flexibility.

"An Examination of Occupational Stress Experience by Current and Former Members of Metropolitan Police Department."

                        Master's Thesis, Sam Houston State University,

                        May 1967

 

"Regional Comprehensive Plan for Law Enforcement and Criminal Justice." 

                        A five-year projective plan prepared for and 

                        distributed to officials of the 15 county East Texas

                        Council of Governments and state level criminal

                        justice planning groups.

                        August 1970

 

"An Initial Development Survey for the Mineral Wells, Texas, Police Department." 

                        An evaluative and projective study designed to          

                        strengthen the indicated agency.  Distributed to

                        concerned city and community officials for

                         implementation.

                        January 1971

 

 

CONSULTANT:

 

As indicated above, I have served as a consultant for Councils of in the establishment of annual Action Programs and Multi-Year Criminal Justice Plant for presentation to the Governor's Criminal Justice Council.  The plans dealt with the areas of law enforcement, courts, and corrections.  They served as a funding guide for the development of Criminal Justice Systems within the geographic area of each council for a five-year period.

 

Additional consulting experience has been gained through commissions from Municipal Governments to evaluate existing emergency service in order to improve overall efficiency of these services.

Certified as an instructor in Law Enforcement Training

 

Advanced Certification as a Peace Office by the Texas Commission on Law Enforcement Officer Standards and Education.
