serving of civil processes and public relations.

Texas Department of Corrections
Charged with the responsibility of interviewing new
inmates to gather a complete history of each individual for
purposes of classification and segregation.

department capable of answering the needs of a growing
university. Program development required employment of
twenty-four persons Developed training programs in order

Coordinating police training schools in conjunction with
the above agency. The programs were attended by area
officers. This training led toward their certification by
the Texas Commission on Law Enforcement Officer
Standards and Education. Initiated through the Office of
Continuing Education at East Texas State University to
provide administrative support for future development.
v DIRECTOR OF PUBLIC SAFETY
City of Lawrence, Kansas
Charged with responsibility of supervising and coordinating
police and fire services. Development of a Public Safety
Program for the City of Lawrence. Developed emergency
'911' telephone service for city wide use.
v ASSISTANT PROFESSOR
The University of Texas at Arlington
Charged with development and teaching of the new
criminal justice concentration program initiated by the
above academic institution. Successful implementation
was gained with the granting of a B. S. Degree in Criminal
Justice and a 93% increase in enrollment in 18 months
from 175 to 578 students. In addition to internal
development, liaison between U.T.A. and all segments of
the criminal justice system was required. The successful
program implementation and student demand created the
need for advanced study and the total criminal justice
program was shifted to the Institute of Urban Affairs
where graduate development could occur with more
flexibility.

distributed to officials of the 15 county East Texas
Council of Governments and state level criminal
justice planning groups.

An evaluative and projective study designed to
strengthen the indicated agency. Distributed to
concerned city and community officials for
implementation.

CONSULTANT:
As indicated above, I have served as a consultant for Councils of in the establishment of annual Action Programs and Multi-Year Criminal Justice Plant for presentation to the Governor's Criminal Justice Council. The plans dealt with the areas of law enforcement, courts, and corrections. They served as a funding guide for the development of Criminal Justice Systems within the geographic area of each council for a five-year period.
Additional consulting experience has been gained through commissions from Municipal Governments to evaluate existing emergency service in order to improve overall efficiency of these services.
